looks like a vfr250. at least you can read vfr on the tank and I'd assume its the smaller version since its japanese and surprisingly agile...

That one is  VFR400R NC21( circa 1987) but someone put NC24 pro-arm swingarm on it   

Or.......     it's NC24 with NC21 seat , cause the former had a two piece seat
