Throttle/RPM Question

I've recently purchased a 1999 GS500E.  The bike had just under 6k mileage.  The bike when it revs up seems to slowly rev down.  This is the most notable if you're sticking 5-8k RPMs for a period of time (2-3 minutes).  After getting and maintain this RPM for a period of time, when i pull in the clutch & release the throttle, it takes about 15 seconds to get back to 1200 RPMs from being at 6k. 

Ideas on what I should be looking at?  (should I be thinking a carb issue?  A spring need to be replace? etc)

Any ideas would  be appreciated.

Welcome. That kind sounds like idle hovering... I don't really know much about it, but a quick search for "idle hovering" should tell you what you need to know...

The problem you have described is very common to the GS - it is called "hanging idle" or "idle hovering".

I  just shimmed my carb needles and had a slight idle hover.  A small twist of the idle screw solved it.  The added shims had me idling too high.
