Both are are still available.
The carbs are 34mm not 36mm as I orginally posted, it has been corrected.
They can be used on the street but are designed for higher performance not fuel economy.
One of the velocity stacks was chipped and I used epoxy to fix it.

Keihin CR Special Carbs 34mm $250.

and is there an air filter needed for these carbs?

Not sure about their performance on a stock motor. They will bring a built motor to life.
They have a faster throttle response. A little more touchy while under constant throttle position though.

No air filter included, just the velocity stacks. One could be made to fit if needed.

i mean i might want to build it

cuz there is no way i'm able to afford these crotch rockets esp that insurance part of it

Depends on how far you want to go and spend.
Expect... oversize pistons $300, cams $250 are the first that would need to be done. Then you could mill the head, remove counterbalancer & rebalance the crank (personally I like the mass of the c/b shaft). Extreme could include a 4-valve head conversion.

I was going to use those carbs on a 569 motor I have sitting on my bench, waiting to be assembled.

Those mains will fit the stock carbs, correct?
