what does it take to get a bike off the track and get it "road ready"? 

I'm specifically looking at this one...

as a guy who is pretty 'handy' (and not in the 'special' sense) is it something I can handle?  or would I be effing around with a ton of wiring (signals, etc) and its not worth the effort?

Depends. As a race bike the kickstand has been removed, I imagine most of the lighting harness has been disconnected and most racers just throw that away lioghts are probably gone and I bet the street plastics are gone as well at that price your looking at dropping another 2.5k to get it legal and that's if they even have a registration or MSO for it still. If they don't have the MSO or title forget it you'll never get it registered and tagged. A 6 year old rave bike has probably been through a couple of owners now at least.

Don't forget, track bikes get the living crap beaten out of them.
Every zero you add to the tolerance adds a zero to the price.

If the product "fails" will the product liability insurance pay for the "failure" until it turns 18?

Nothing wrong with a flogged motor provided the rider stayed up on the maintenance. Maybe some hard wear on the tranny gears especially second since they never undercut the damn things enough in an effort to make the transmission quiet so it doesn't scare people into thinking somethings wrong. Basically for 3k if I was looking for a track bike I would snag it, but that being said if I wanted a liter class street bike your better off buying one that is a street bike. Clean 02's are well down in the 5 to 6 range now.
