Question about putting an E headlight on an F bike

I found a guy selling an '89 headlight assembly on Ebay, and I bought it.  It was listed as "slight rust, as shown", included the bucket and ears, and had some rust around the edges in the pictures.
I received it yesterday, and it is a POS.  The inside of the bucket is solid rust, the screws holding the bucket on are the wrong ones and are rusted apart, the bulb is missing one of the three contacts, the other two are corroded, and one of the remaining two is about to fall off.  The reflector inside the lamp is bent, rusted, and has holes in it.
I emailed the seller about a refund, and he said "I sent you a refund...just keep the lamp."
Well, since it's free now, I figured I can clean up the rust, polish and paint it, and at least use the bucket, ring, ears, and lens.  I still need a new bulb and reflector, but that shouldn't be TOO hard...I hope.

So, my question basically relates to the bulb:
I plugged the bulb in as it was, just to see if it worked.  It worked, with 2/3 of the contacts, on low beam, but there was no high.  When I flipped the switch to high, the light just went off.  So...when I get a new bulb, is that third contact what lets it have a high setting?  Does an 89 bulb not have a high setting?  On the wires that plug into the bulb, there is another, smaller female plug on a seperate wire; what does that connect to?  There was no where else on the '89 bulb to plug it...is it the high beam part?

Okay, I took it all apart on my lunch break, got some steel wool, and went to town.  I'm pretty sure that I can salvage everything except the actual lamp assembly.  It'll take lots of sanding and polishing (or painting for some parts), but I think I can make it work.
As for the second plug, I see now that that goes to the lower bulb on the F model headlight.  I took the bulb out of my old headlight, stuck it in the new assembly, and it works fine...both high and low settings.
So once I get the new lamp that I just got off Ebay, I should be good to go.

The high and low beams come from only one lamp, the second lower lamp is a parking light or some such. The main lamp has two filaments...
