i have a title that the guy i bought it from gave me that he had already filled out but never turned in and he wasn't willing to turn it in

Selling a vehicle without transferring the title is a felony.  
You're just as bad as the previous owner, by trying to pawn it off.  

And it won't cost only $100 to title it.  It'll cost over $700.  And about 6 months while they track down every single previous owner, the paperwork back and forth to the state capital (you're not allowed to hand-deliver it), multiple inspections by an armed title agent (at your house), plus the mandatory wait periods, etc.  And, at any point in the process, the title can be refused and the bike becomes permanent property of the state DMV.
I've done it twice.  

The title bond alone is over $600.  Then, you have to pay the "failure to register" fees from the last owner - there are 3 total fees, each $50.  THEN you pay the $90 vehicle tax, THEN the registration and plate fees.

Edit:
Buyers - this seller's initial statement is EXTREMELY typical of rural Appalachian meth addicts/dealers.  That's not my opinion, it's what I was told by federal title agents in several counties across my state.  
They receive the bike in trade, can't afford the registration fee.  Ride it for a few weeks without insurance, then pawn it to some newbie.
Buy drugs with the profit... repeat.  
Good news:  a single signed statement is enough to get the sellers a few years in prison.  The armed federal title agents that you see at a large DMV (the same ones that come to inspect the vehicle, with the power to immediately seize it) are the ones enforcing the affidavits.  And they REALLY REALLY enjoy their job.
