watch gurus need some help here

this pocket watch belonged to my great grandfather i believe when he was in germany during ww2 ( and before), had been everywhere. my grandfather, ( his son in law) found it when my great grandfather. ( was a mayor in coral springs FL) when he passed away. anyhoo the watch case is 14k not filled. solid. case itself weighs a tad over 2 oz. this movt is in pristine condition. hadnt run in 20 years. just never used it. hardly like i said in flawless condition. however there is no signature on it, as in no maker. case isnt signed either. he kept METICULOUS records of everythign. i found the sales slip when he ordered it. mainly had his name and amount paid. not much else. only thing i can think of it was a one off. aka a custom order. i looked though my movement book. closest thing i could find in this condition was around 650 ( not counting hte case) ill try to get a better pic of it. father needs to pay his property taxes. ( well mine too. estate is in probate at the moment. however. ehh thats another story. i can take to a colleague of mine who konws a few horologists, BUT i do not drive anymore so her shop is 25 miles from my home. heres the edited pic i sharpened it up a bit, so you could get some idea. better pic forthcoming. any guesses as its maker. terry? i know youre around thigns like this on a regular basis, if i can get you a better pic you think you know of anybody you could show pic to and get any idea ( ballpark) of a value? anyhoo enough rambling. the pic:
