Front Hydralic line support brackets question???

I put some bar risers on and I needed to take both front hydralic line support brackets off, ( Upper and Lower ) Question - Do I need both of them? I am thinking the lower one is more important. I do realize the upper one is also the pinch bolt for the fork. I will put that bolt back in but I'm wondering if I could leave that upper backet off and just put the lower one closest to the brake on. I'm going to have to make an extension for it because the bar risers pulled everything up and the brackets don't line up with the bolt holes anymore. I guess my real question is, would it be dangerous to leave the upper one off?

I put the GenMar risers, 1" up and 1 3/8" back, on my 97 GS and later transferred them to my 02 GS.  I just pulled the hose out of the center bracket and broke loose the rubber insulator on it and shifted it down on the hose just far enough for the top of the hose to reach and put it back in the bracket.  No change on the lower bracket and the hose between the middle and lower brackets still had enough slack in it with the front wheel hanging at full extension.
407,400 miles in 30 years for 13,580 miles/year average.  Started riding 7/21/84 and hung up helmet 8/31/14.

I have just 2 brackets. One mid way down the fork connected to the pinch bolt and one about 8-10 inches belowthat. It's a 2006 F model. I see were you can pull the hose out of the bracket but I cant seem to get the insulator to budge to move it down further! How did you break it loose? Looks like they are glued on tho the brake line.

There is only 2 brackets, when I said center bracket I meant the one in the center of the hose it goes up from there to the master cylinder with only some ties holding it further up.  I just pried and twisted and broke the insulator loose, it was glued/bonded in place on the hose originally.  It all stayed in place in the bracket after moving it for many tens of thousands of miles after that.

I'll try to get them loose. I have the Southwest Moto tech 1"inch up and 1" back on mine but I just installed an additional 3/4" up under those. I had to re-route the clutch cable and electrical line on the left side and electrical cable on the right behind the forks rather than in front ( read that somewhere ) nice and upright now but that's about as far as she goes. That brake line has just a tad of slack but it looks like enough when extended the furthest out. Just gotta get those brackets nailed.
