Carb idle (pilot circuit) tuning/adjustment and syncing

I've looked high and low and found a couple of bits of info on idle jet tuning.

From what I found, the way to tune idle, is to lightly bottom out the pilot screws.  Then unscrew them 2.5 (360 degree) turns as a starting point.  From there unscrew both in 1/4 to 1/2 increments adjusting idle down as necessary until the RPMs do not increase any higher when the screws are adjusted.

Please let me know what you guys think.

I'm also syncing the carbs right now.  When I was getting them synced at idle, I had to to turn up the idle adjust screw and it kinda feels and sounds like one cylinder is a little stronger than the other.  It has a consistent quick pulsing to the idle (infamous hovering idle).  It actually seems to get better when I adjust the sync away from balanced.

As I get the RPMs up, the sync goes way off.  Should I disregard it?
