I actually have it on good authority that there is a component that is related to genetic and muscle structure and so on and not just wearing a below shoulder boulder holder all the time and of course size does matter.
Its like this ... someone I knew, girl A had pretty saggy and big breasts and she said that she'd always wear a bra but they were saggy even when she was a teen. Now I would almost attest to the fact they were that way except I only saw them when she was about 23, and they were saggy then. Also I would have to take her word for her wearing a bra all the time.
Girl B - also wears bra all the time, non saggy and just as big. She was even older than Girl A.

So there you have it. Some girls sag, some dont all else being equal.
