it may not be right... but its pretty specific!!

Sounds to me like it's used to stack/affix multiples of a type of some sort of furniture together... like stacking shelving units or something. As far as specifics, no idea.

Is there a clip that goes into each groove?  That is the only way I can see an attachment point through a piece of metal/plastic.

I'm going to branch off this idea and say it's the hinge pin for said scissor arm...
