Nope. It does drive something, but possibly not in the sense you're thinking, and if it used impaction it would probably do a pretty bad job.

It is used to 'install' a part, of sorts. The part it installs is consumed in the process of a single, succinct use. The item it installs into could be considered consumed on use, but can usually be re-used.

Yep. Casing gets put into where the die normally goes on a press, then this item goes into where the casing holder usually goes. Primer gets placed in the little springloaded cup on top, 'close' the press and the primer gets pushed in by the anvil.
