Blood IS the fluid in the tube most of the time yes! But this machine does no testing... all it does is something TO the tube so it can be tested...

This machine does pinch tubing!! and does something else to it at the same time.

Ok there should be enough info now to put all this together, enter it into google and come up with the name of this device !

Remember, this thing has one function... to physically do something to a strip of tubing.

YES it does pinch and seal the tube! It's called a Hematron or simply a Tube Sealer. It makes segments in the tubing so testing can be done on a sample of the blood from the main bag.
