Waay off, but MUCH cooler.  :D

Man, I miss slot cars. We had fun modding them to go faster, have better traction, etc...
I remember my dad telling me how they had slot car drag racing back in the 50's and 60's.
He said the cars would sometimes catch on fire from the motors being run so hard they overheated in the 1-2 secs of run time. Sounds awesome. lol

It's a spinning top. Put a string in the indent around the waist and pull.

My best guess would have been a bore brush of some kind, but it's already been guessed.

Brass end seems like a threaded mandrel...

It's not a brush.

It was maybe a bit unfair to use this item seeing it is a pretty specific bit of medical equipment.

Does anyone want have another crack at it?
I'll give you a hint in what direction to google.

It is used in endovascular interventions.

Its used to clean arteries or expand them for surgeries, right?

Close enough... It is used in the arteries, but not to clean or open them.
It is a vascular plug and is used for the opposite and to close larger arteries.
The sizes range from 4mm to >16mm.
