measuring cylinder bore

Hello

Doing a top end rebuild.
Book says to measure bore in three locations: near bottom, middle, and near top. It also says to measure a second time, same places, 90 degrees fron first measurements.
I'm getting different readings, largest near the bottom of the cylinders, tighter in the center, and tightest near the top.

Is this normal? The book kind of implies that the same thing should be read from top to bottom. If normal, then I suppose it would be the smallest measurement the one you're interested in, yes?
