Fuel problem

So unfortunately, I ran into a bit of a problem. It seems my bike isn't getting fuel, or enough of it in the "on" position for the petcock. It runs fine on reserve and prime but if I leave it on the "on" position, it'll die out within a few minutes. I checked hoses, disassembled the petcock and blew some compressed air in it, checked the fuel tank petcock, carburetor vacuum hose seems to work as well. I will mention that I installed a lunchbox air filter and bigger jets according to the Wikipedia site. However, I installed these AFTER the problem arose. I was hoping this wouldve solved the problem. Any ideas? Could the petcock be at fault?

Either

a. the ON outlet from the Tank Petcock is clogged or broken
b. the ON hose is clogged or pinched
c. the ON setting on the Frame Petcock doesn't work due to a defect in the Frame Petcock

You can run it just fine using RES only, but be very mindful of your fuel tank level and expected mileage or you might run out of fuel.
