2006 headlight adjustment

Hi guys.
Headlight will not adjust and is above parallel to the ground on low beam (Dip headlight for UK guys)
Took my headlight off and the steel frame to relocate.
all went back well but still can not get the beam low.
Was up around Algonquin Park in Canada and on the roads everyone is flashing me to lower my beam... and i can't.
turned both knobs on the back and small movement.
Sitting from a wall at 12 feet to headlight and measuring the actual bulb height and the beam on the wall,
the beam is rising not lowering.
Any help out there?
are the guts inside the headlight not working to adjust it and can this be fixed or is
it a replacement job?

Probably something simple is going wrong.  Upload some pictures (to imgur.com and link them here) of what you are adjusting.

Is the bulb square in the holder and the holder square in the back of the light itself?

Turn the knobs the opposite way?

Not on a bike but have had situ adjusting older car headliguts where they were not in the mount bracket properly (I didn't do that bit) and the adjusters had been wound out so far that the little collar that the trim tabs sit in had slipped upwards away from the tabs... result was a wiggle bit little else.. 

Similarly had threads backed right out of adjuster mount and needed some positive pressure to re-engage the threads ..

Removing the top fairing isn't too complicated and will give you a better view of what's up!.. just use good tools and don't yank it! Easy does it!
