As anybody who has been trying to track these down knows, they're like hens' teeth. No shortage of the taller ones, especially in Europe, but the short ones were apparently only in North America on the 1989 model. I tracked down a pair on British ebay, they arrived in time for the riding season.

Got them installed, made sure they didn't hit the gas tank when turned full, no problem. Seemed like a good riding position, can't wait to try them out. Wait - that bolt isn't all the way in, best make sure it's tight. One more twist of the ratchet and SNAP. Right at the seam. Not something I want to trust JB Weld with, so now it's back to square one.

Does anybody have a left-hand bracket they want to part with? Even a complete pair?

And for anybody else attempting this, pay attention to what I should have realized: the handlebars are grooved to accommodate the mounting bolts. The bars will not come out once those bolts are in, so you don't need to use brute force.
