My ignition advancer problem.

I located a nice used V&H ignition advancer and installed it in my bike.  It seemed to run just fine, but ultimately it seemed a little off on the freeway.  Specifically, the bike would hesitate and fail to accelerate in fifth and sixth between 6.5 and 7K RPM, essentailly limiting the bike's top speed.  So, I swapped in the old part and the bike runs great.  So, does the fact that my bike is an '01 as well as a California model make the advnacer not work right?  Or, is there something else that I missing?
