I infer that this is really bugging you.

Can't say if this will work, but my thoughts are to head on over to yourt local Auto Parts store and read the additive bottles of the "Gum-Out" flavor.

Take the tank off, put in a gallon of gas and the full bottle of that wonder additive, shake the tank like you're mad at it and let sit for a couple of hours.  After, do the same and see what difference it made.  If not enough, I'd use elbow grease and rub it out with a cloth.  If it still doesn't want to come out, I'd leave it in and forget about it.

In my opinion, glued-on varnish is not the same as rust.  If it's not loose, what's the problem?

BTW, what do the insides of your carb's look like?  That's where I'd spend the time.

MEK (methyl ethyl ketone) is some SERIOUSLY nasty stuff, so use it as directed, or suffer the consequences. A drop in the eye can blind you, even if you flush it immediately; it is HIGHLY flammable, so keep all sources of ignition (especially smokers and batteries) away from it; if it isn't stored properly, it can become explosive. It is heavier than air, so the fumes will hug the ground and can travel long distances. If they reach an ignition source...

You need goggles, heavy rubber gloves, coveralls, and a well-ventilated work area (I ONLY use the stuff outdoors, in the middle of my backyard, away from my garage and everything else). Don't use it around children, pets, or anything they will touch later.

IOW, read the warnings on the label and take them SERIOUSLY; MEK plays for keeps.

Truthfully, I discourage people from using MEK and other nasty things (like muriatic acid) unless they've been trained to work with it. Don't forget, you're going to have to DISPOSE of the stuff you use, and that in itself can cause you a lot of problems; it isn't something you want to simply dump onto the ground.

Bottom line is, using the method RedShift suggested is going to be safer, and will cause you a lot less heartburn and headaches in the long run.

Part of the POR-15 series of tank prep/lining kit is a cleaner that removes deposits.  It is called Marine Clean Here is a link to a description. It did a super job of cleaning my tank prior to the lining job I did.

I will let you read the material and decide for yourself.

I guess i am anal! I clean the carbs then put a new filter inline and after a few days of riding it's has tarnish in the filter you can see it so I am goingto rejet anyway so I want it clean as can be. It's running so much better after I cleaned it , If I run with the choke a little go no problem it still need more fuel.
