2002 gs500 hanging up at 4000rpm

my nephew has a gs500 with a problem, it seems to run good, except sometimes it won't drop below 4000rpm when decelerating, he pulls in the clutch and it won't drop below 4000rpm unless he uses engine braking to reduce rpm

any ideas??

Carburetion too lean. Check to make sure the carburetors are in their air boots securely, first. And, then check the airfilter; if it's a paper type, make sure there's no holes; and if it's foam, make sure it's oiled.
