Blowdrier and a really long extension cord. You're going to need to dry out the ignition and battery areas. Take the seat off...if you can, to get to the battery. Use the heat of the blowdrier all around the battery, too; to get any water off the starter solenoid that may be shorting to ground. Check to make sure your battery isn't frozen first; it may have cracked its case, if you heat it up the water will trickle all down your frame. Bad juju. But, see if the battery is frozen first.

If it were me, the first thing I would do is spray in some WD-40 or something similar - something to displace moisture. WD-40 is what I would use though. Spray that into your ignition andlet it penetrate for a while. Or use a hair dryer if you have one.

Thanks.  yeah my lights come on so it seems like I have plenty of battery...

The easiest thing to do would be to get it inside for a while to get it to warm up and dry out.  At least a day or two.   Youll never get rid of all the ice until you do that.  

A heat gun would work on the ignition and battery but will take forever if you want to do the whole bike.   If you use WD-40 you need to remember to re-oil everything you spray.  It  breaks down the oil.
