which brake pads?

Any suggestions on which brake pads and fluid to use.  I bought my bike used and the brakes are starting to feel sloppy.  It would just make me feel better to replace everything entirely (assuming its not prohibitively expensive).

For brake pads, most suggest EBC, as do I, they have really come a long way in quality, and are the least expensive: http://gstwins.com/gsboard/index.php?topic=26266.0

Brake fluid - Many personal preferences on this site, just be sure to use Dot4.  Silkolene is what I'm currently using, but I'm not loyal to any one brand.
