1990 GS 500 need some advice

There is a 1990 GS 500 in the area selling pretty cheap because it needs some 'help' and has some sort of issue with the title.

Needs carbs rebuilt (Im OK doing this)
fork seals changed (~25 and support your local mech right?)
gasket kit for engine (~75, maybe with a clymer or help)
and speedometer (I know I know... wait till you see the price though)

Comes with: New rear tire, good battery, charger, new ignition switch with keys, new fork seals, new air filter.

1. Im going to check the VIN, make sure its not HOT.
2. Im offering $300 for it to the guy since he says he has the original title but that it would need a "bonded or abandoned" (WTF?) title.

The speedo thing plus other things say 'stay away' but its so cheap I figure if its not stolen it might be worth a few $$ to get it back into condition.

Might be worth tallying the reasonable parts on this bike and see if it's worth it a a source of parts.
That way if it turns out to be unsalvageable you can use it to help resurrect another GS.

I would get it as a parts bike....or to beat into the ground....nothing more.
