Minor rust can be removed with aluminum foil.  It's supposedly better if you use coca cola.  Just use it like sandpaper.  It's not hard enough to scratch the chrome, but it will take the rust off nicely.  Worked great on my forks.

Major rust means replace the part.

Err, not sandpaper.  Toilet paper.  Wad it up.  It's too thin otherwise.  And do it while it's on the center stand.

I'm partial to Nevr-Dull polishing "cotton". Have never used it on highly polished chrome though, it might scratch a little. It's great on fork tubes, tho.

Steel wool is a bad idea.  Steel wool can imbed pieces of metal into whatever you're working and cause more rust.  Use at your own risk.
Something is wrong with my twin...all of a sudden it's V shaped!  Wait, no, now it's a triple!  ...and I IZ NOT a postwhore!

Ah, too fast for me.  Do NOT use steel wool.  It will take the rust off, but it'll be back in no time.

balled up aluminum foil and coca-cola.  Trust me.  If you need to clean stains off the mid pipe, toilet bowl cleaner works good.
