He just used wd40 to get the new tire on.  I thought that you had to use the bead compound (rubber cement) to make sure that the bead was good?  I could be wrong with motos though, anyone know.

I'd rather let the pros do it so they can balance it... tires are one of the few things I wouldn't want to mess with myself.

My father bought a balancer to do our tires with. Cost was $100, but it paid for itself in 4 tire changes (been through THAT already!).

Been changing tires on cars for some time now. Never used any bead sealant.

You don't want to use rubber cement.  That's a glue, you want to be able to remove the tire later; and it will leave a residue.

Soapy water. 

Oil will cause the rubber in the bead area to swell.  In addition, it can cause the tire to slip on the rim by lubricating the rim/bead interface.

The only purpose of lubricating the bead in the first place is to help it seat. 
Every zero you add to the tolerance adds a zero to the price.

If the product "fails" will the product liability insurance pay for the "failure" until it turns 18?

I bought the harbor freight tire machine for about 65 bucks (with the 20% off coupon). Works awesome, I just used the axles that came with the changer and some jack stands to balance it.
