Need help w/ some ignition/ carb/ starting issues

My 93 GS with 12K has been working well lately, until yesterday.  When I went to start it, I noticed the engine RPM didn't climb during warm up.  With the choke fully on, it was just hovering around 1K.  I gave it a tiny touch a throttle and it started behaving as it should.  during the 1 hour ride, I notice the bike had a bit more hesitation than normal, but I counted it to the day being 5-6 degrees hotter than usual.  Anyways, at the end of ride I was making a left turn into the side street, and as I downshifted to 1st, the bike died.  I kept the clutch in and tried to start it again and again while coasting.  I can hear the starter turning and the spark ticking but no ignition.  A couple of minutes later after walking it back, I managed to started it.  I noticed alot of hesitation in 1st, and then it won't climb above 2K rpm, and eventurally died again.  We started the bike up again, and it was responding to throttle inputs just fine sitting in neutrual, though the idle was a bit low at a little above 1K.  Unfortunately, the day was getting late and I didn't have time to tear it apart, any idea what may be the problem?  Hopefully it's just a dirty carb or clogged filter.  The bike is kept at a friend's house, so I'll try to bring what I need tomorrow and open her up.  Thanks,

Drain the floatbowls into a container and inspect the gas for little blobs of water; I suspect water in the gas.
