cheap. not really, and easily, no. that is if you want it to not leak again. that seems to be a rather large hole/s in it. i would suggest finding a used but rust free tank either here onteh forums or ebay or the like

There are some shops that specialize in repairing old, leaky tanks. I think they weld any leaks closed and re-line the tank. Might be an option for you if you can't find a good used one?
