Laws may have changed but US customs laws were like this when a buddy was bringing Monte Cristo's back from mexico.

Any box of contraband cigars which had at least 2 cigars missing from the box was a conficatable offense with no charges. You could get popped with 10 boxes as long as each box was missing 2 cigars the took em and waved you through.

I carry an otterbox travel humidor when I travel, prove those cigars without bands on them are cuban Of course I only tote about 20 cigars it's a small humidor.
