Does anyone know if it's possible to buy a bike from a dealer without a motorcycle license?

They'll happily sell you anything you can pay for, license or not.    :)
Every zero you add to the tolerance adds a zero to the price.

If the product "fails" will the product liability insurance pay for the "failure" until it turns 18?

It might be tough in Pennsylvania - you'll have to produce proof of insurance coverage to get it titled and registered, and your insurer might not be so willing without a permit or license.

Im pretty sure there is no lisence needed to buy a motorcycle.

My 2001 GS500 was totalled Nov 4 2008

you shouldn't worry about it because you shouldn't buy a bike from a dealer, especially if you are getting your first bike.  Buy a POS off craigslist or ebay for your first one.

I think it's pretty much all about the money.  I don't believe anything will prevent them from selling it to you.
Just don't ask for a test ride!

...oh, and you're LIKELY (not always) paying too much if you buy from a dealer.
