Do theese shop times seem reasonable?

The rate is 65$, its a small shop , two employees, one lift. Guys really cool he already did my Seals/springs for 200$ Flat (2hrs.0

Just wanted some other opinions.

So you want opinions?
Here's mine:
The prices you quoted above is the reason I always work on my own bike.
This works well, of course, only if you have a mechanical aptitude, tools, a place to work, a SHOP MANUAL, patience and mechanical thinking skills.
I worked in a bicycle shop at 13, then a motorcycle shop at 16, later in a sports car shop. I am one of those people who doesn't hesitate to take things apart, clean them, inspect them and put it all back together to make it work better than new.
Not everyone can do this, because we all have different skills.
But if you think you can, and have the time to learn, I think it will make you a better motorcyclist. Why? Because you'll better understand your machine and what makes it tick, and it will give you a great appreciation of what it does to transport you all over the place.
None of this stuff is impossible. Believe me, if some of the goofy people here on the site can work on their bikes (note I didn't say they could necessarily FIX their bikes), then anyone can work on their bikes.   :)
We are all here to help and offer advice if you need it as you tackle the valve adjustment (which takes patience and the correct $35 valve bucket tool to do) and the carb removal and cleaning.
Where do you live, by the way?
One of us is likely to live near you and would likely come over the help you.

I haven't paid a shop to work on my motorcycle literally since 1975, when I owned my first bike when I was 16. I have taken my wheels in and paid for tire changes because that to me is worth the money versus fighting with rim protectors and tire irons. Still, that's $10 a wheel so its reasonable.
The prices you quote are numbers I'd never pay because I think that's too much. $260 plus parts for that work on your bike? You could walk out with a $400 to $450 bille or more. What did pay for the bike? And what else does it need? It adds up quickly unless you do the work yourself.

Meh I think the time they quote is reasonable but I'd never pay that much...but that's why I do my own...and why other people bring their work to me (I charge $35/hr).  Valve adjustment (4-valve 2 cylinder) and a full service I charge 6 hours for and it'll include adjusting the valves, pre and post compression checks, synchronizing the carburetors (which needs to be done after a valve adjustment), changing the oil, change coolant (if applicable), changing brake/clutch fluid (no one here considers this part of a normal service), changing fork fluid, greasing the steering head, greasing the swingarm, greasing the wheel bearings, cleaning and greasing the cables (throttle, tach, speedo, etc), and lubricating the chain/final drive/shaft/whatever.  I think cost of parts/supplies and $210 for labor is pretty reasonable for that when you'll spend half again that much or more at the dealers and shops to get the oil changed and valves checked (no necessarily adjusted).

Wow at my local dealer, for an oil change they wanted 89.99

I don't even want to think what they would charge for a valve adjustment etc. Luckily I figured out how to do my own oil changes

those guys are not messing with you. it is no doubt high but that is the price we pay for those of us who wants other people to work on our bike.. It seem legit.. i know i paid past 300 dollars to get rejet and exhaust put on...

Eh I was thinking about doing the Valves myself but I don't have the time and I'd probably just rather get er done.

OK lets try this ... I'd do fork seals if I had a gun to my head for $150 and they have this magic part that will prevent it from leaking for a longer period - much better than if it was new ... which alone costs 30 bucks or so ... but you have to take them off and hand me the legs.
Carbs - clean and rejet is $45 ... you obviously have to send me the carbs ...
Valves - take me 20 mins from start to finish on average ...
Oil change checking levers and fluids ... all of it is free if you ride up to my house.
