After 10 days of sitting without use, I lay the bike down on the right (brake lever) side.  It barely starts, then won't go above 1500 rpm.  Any throttle stalls it.  Eventually rpm increases, but inconsistently.  It sounds very sluggish.

Then I notice a little fluid on the ground.  Above the side stand are three hoses; one has a soft rubber cap and the other two have open ends.  There is a slice in the end of the capped hose and this appears to be the source of the fluid.

Questions: What are these hoses for?  Does the cap  
need to be replaced?  Might I have flooded the engine?  I did have the throttle open when initially starting it up.  Any other ideas?

Its common for fuel and sometimes oil to leak out of the drain tubes (which are what those are) after a tip over.

The capped one isn't really closed off. There should be a slit in one end. It is there as a 1 way vavle.

Did it sit for 10 days on its side?  That could cause alot of problems...

Pull the plugs and see what they look like.  Maybe crank them a few times without them in (carefully!) to see if alot of fluid comes out.
