Any know if the F-15 or F-16 windshields from national cycle will fit on an '89 since it has clip ons. If not anyone know of any that do ?

Yeah, those mount to the headlight bracket only as I recall. Your bars shouldn't be an issue.

I knew they mounted around the headlight but for some reason I was thinking that they had additional supports that went to the bars but I'm not real sure

If the headlight mounts are the same as the '01, then they should work fine.  I just posted some pics of the F-16 touring in a different thread:

i've got the f18 and it doesn't even come close to the bars so you should be ok.
lK&N unchbox w/ rejet with 140 mains, F-18 flyscreen, truck bed liner black, superbike bars with 3rd eye bar end mirrors, license plate rear turn signals, micro front turn signals

ok good I'm not real sure where i got that idea from anyways.Probably because on the NC website it list them as being '90 and up with clip ons being the only difference

There are some windshields that require additional handlebar supports, but not the two you mentioned...
