Will these handlbars fit on an 89..the seem to be the same size as the 89 clip-ons.

It may fit, but you might have to mill the 1/2 cresent bolt hole, and worse the wall may be too thin for it to be strong after that. Anyway I may see if there is a demand for these and make them sometime.
