I ran the bike round prolly 5K rpm and put the voltmeter on the batt.  was reading 12.3~12.4.  this is too low right? shouldng it be more like 14.x v? anyone know how I can fix this problem? or check whats causing it?

did you read the voltage while revving to 5k, or afterward?
12.5-12.9 volts is a perfect battery when not being charged or drained. with the engine running at 5k you should see close to 14 volts.

The short answer is your charging system isn't working, you are running off the battery.  Go here to troubleshoot: http://gstwins.com/gsboard/index.php?topic=38480.msg431967#msg431967
