Rejett or what?

Got new carbs installed...with stock parts. My bike came with a K&N Lunchbox filter & stock exhaust. I installed 2 washers. Least to say it sounded rough and engine would stall when I opened the throttle! I dropped down to 1 washer and at least it didn't cutoff when gave I opened the throttle. It did however revved up to 3000+ rpm, without me opening the throttle. Also, it revved up & down a few seconds then settled down to 2000 rpm.

What should I do?

Do I need to upgrade the mains & pilots?
Leave 1 washer, sync the carbs & adjust the throttle?
Remove the washer, sync the carbs & adjust the throttle?

Any suggestions?

It's difficult to jet for a lunch box and stock exhaust,that's why most of us do the upgrades together.You have more air/fuel mix going in than can be burnt and sent out the stock exhaust.The pilot jets needs to be a 40,even on stock bikes should be this and most non US bikes are.The mains should be roughly 127.You will need 1 washer under the needles and 3 turns on the pilot/mix screws.
