throttle response screw?

hi there. first, let me apologize for ignorance on part names and terms. on a '98 gs, at the end of the throttle cable as it meets the engine, right by the end of the choke as well, there is a crescent shaped part that opens and closes in a crescent motion as the throttle is opened and closed.  on that piece, there is a screw.  where is that screw supposed to be in terms of tightness?  all the way screwed in?  X turns out?

If its the one I think you are describing it provides the balance adjustment between the carbs and the answer to your question is.......it depends.

Unless you have a need to, leave it as it is and dont touch it. If you alter its position you will throw the carb balance out
