Choke Question

Just wondering if this is normal.  When I start my bike (cold) with the choke on full the bike starts fine, reving at about 2000 rpms.  After maybe 30 seconds running my bike it will rev to like 4500 5000rpm or a little higher.  I will drop the choke maybe half way then the rpms go down to like 2500 rpms. after 30 sec it will rev back up to 5000 rpms.  Im not sure if this is normal or if im just being paranoid of the noise for my neighbours. Is it normal to rev that high?  I should probably add that when the bike is warm I turn the choke off and runs perfectly and desnt bogg down at all.
