Yeah, something ate the paint alright.........but I doubt it was brake fluid. Concrete sounds more likely.

Yea, brake fluid will damage the headlight, too. I don't think cement did all that front end work. More like the rear of a truck. What's holding the headlight in? how do you bend back a passenger peg and still not break off the turn signals?
