Clutch Spring Torque Question

Hello to all,
This seems like it may be a dumb question, but I'll ask it anyway. When I torque the clutch springs, I reach the middle of the recommended range (45 Inch/pounds) prior to the bottoming out of the bolt. Is this to be expected? This is a first clutch change I've done myself.
I am guessing there needs to be some play so the springs can "do their work" in tensioning the pressure plate? Thus, the pressure plate floats over the drive plates?

Yeah mate it's not much at all pretty much finger tight.
Some say that he submitted a $20000 expense claim for some gravel

And that if he'd write a letter of condolance he would at least spell your name right.

...okay, so the bolts "do not" bottom out? I should just finger tighten and then torque down to correct in/lb?
