Vacuum hose??? Is this normal?

IM trying to figure out whats going on with my bike it fires up fine runs on choke fine more less etc.. but when i try to gas it with the throttle it dies ... boogs right down then the bike wont start for 15 min.  I checked my fuel lines they are working fine. (drained and blew air thru themto check .)  But the vacuum hose has no pass thru once detached from the carb i try to suck on it or blow on it and i get no movement... is this normal?

I guess i dont under stand how it functions.

The vacuum hose on the petcock pulls open a diaphragm. No "pass through"
If you suspect that, put the bike in PRIME.
That vacuum line to the petcock goes to the carbs: left on older carbs. To a "T" from the right on newer carbs. Helps to know what year bike you have.

My bike is a 94... it fires fine will work with the choke open and close fine but like i side when i try to touch the throttel it dies or boggs down. Any idea?
