LOL, not sure I'll get drunk on the power with this one.

To guess correctly you have to name the item as you would find it in a catalog.  I have blanked out the brand of this one with the green tape just to keep it interesting.

It almost looks like some sort of snap ring pliars,

the jaws open instead of compress, the handle locks and so on.

The way its slotted it looks like it might have some sort of cable run through the lower jaw and connect to the upper jar and work kinda like a puller or maybe a throttle (diagnostically)

I am going to say cable pliers...

very very close, 3 words in the description, bonus points if you can name exactly what it is used for.  it has two separate but related jobs in its application of use.
