Lets see - with those specs it could be either Sapphire or Ruby - some sort of Jewel bearing assembly?

Badot

They look more 'industrial' than jewelry to me...

Are they used as some kind of electrical insulator that transfers heat quickly?

Kiwingenuity

You can get custom whittled jewelled bearings, and instrument parts made from industrial ruby / diamond / sapphire etc. We used to get orifice plates made that used Sapphire since they dont wear down very quickly.. material looks the same

sapphire water jets
You nailed it. They are used in the nozzle of high pressure water jet cutter/driller. It's amazing what these thing can cut trough. I use one a long time ago for cutting Kevlar and other armor plating used in military applications.  The jewel orifice (ruby or sapphire) embedded into one of these and is part of the head.
