Im a contractor and own the bikes. They are not supplied by the govt

... Well there goes my plan for a fleet of renta-posties then!! 

Back on topic, here is the steering stem.
They broke off the parts that make up the steering lock. While not required for the bike to run or ride, you can't lock the steering anymore.
