No fuel on On and RES position, only thing i found problematic was a rip

Hear me out please...out of money and effed....

Just got my bike back from the mechanic....my tire burst from the air valve and i dropped it at the mech, told him to change the tire and do a valve adjustment because i hadnt had it done in 18,000 Km since i had the bike. He calls me and tells me my carbs wont sync, asked me if i did anything...I told him i jetted the bike last time because i added K&N filter and got a stock R6 exhaust. Pilot 20 and main 132.5, nothing on the needle, it was working fine...... I went over to him and he shows me the manometer and how the right carb wont go up like the left one... so he ends up adding 4 washers on the needle.....FML....and says its working now. I get the bike and ride it home only to find exhaust smoking like a chimney and the RPMs take forever to go down after i leave the throttle. I tell him the issue and he says take the washers out, i take off the top and remove the washers. Put back everything, the bike starts and dies...now i am wondering what happened ....tried everything....from a recheck of everything to removing sparks...finally figured the fuel isnt moving on On and Res position but only working on prime....so i sorta have resolved most of the issues....now i cant get the fuel on regular positions.....read some threads.....looked up the vaccum hose and it seems fine..the only issue i could see is the T rip between the 2 carb caps. Could this be it? Also the Rpms dont go down like they used to....i left a washer on the needle..could that be it?

So basically the fuel is not working on On and Res position only on Prime
Rpm's taking longer then usual to go down......he asked me if i did something with the float bowls to which i replied in negative since there is no settings for the float bowls as far as i know...is there? I just changed the Pilot and main jet and put everything back on as is.....was there a setting for the floats??

First thought - sounds like a vacuum issue.  Vacuum is what pulls the fuel into the carbs on the ON position, and a vacuum leak can cause the rpm's to hang high.  Check the two vacuum caps on the tops of the carbs.  He would have had these off to connect the manometer.  Maybe one of them isn't fully seated or is missing - causing a vacuum issue.

EDIT:  this info is based on an older setup.  Not sure how applicable it will be to an 08 model.

What about the rip on the T connecting the 2 carb caps leading to the filter?

I'm having a tough time seeing the pic well, but based on your description, that could definitely be a source of the problem (vacuum leak)

The red marks the rip.....the mech said it doesnt affect anything, just an exhaust outlet. What do you say?

That T is the overflow. Its to get fuel out of the bowls when you drop the bike.
Or atleast that was what it was on a 89-00 carb. I will look in my 04 top set to see what it does.

Synch is not that important ... ignore that for now.
The reason its not working except in prime is that the vacuum line is disconnected to petcock ... its in front of that T.
Check it for breaks or disconnects.

What a moron. The needle is an obstruction in the emulsion tube. It lets in more or less fuel as its lifted out. Nothing to do with synching.

The vacuum line is off, and that comes off the right carb, that's why it wont synch either. Find the hose and fix it, it will synch and open the petcock as well as not hover and return to idle properly.
