Where does the owner of this restricted bike live? USA? If my bike could have these washer's they got to go just for the principle of it. I have 2008 GS F model. How and does this bike have any restrictors on it and more importantly how do I get rid of them?

If you're in the USA I doubt your GS500 would be restricted, the restrictions are in countries where there are strict licence requirements prohibiting new riders from riding powerful bikes until they are more experienced.

Most states in the USA do not have any power or displacement restrictions at all, so I'd be surprised if any GS500's there were restricted.
