Carbs or vacuum?

1992 GS500E with a little over 13k miles. Carbs recently cleaned in ultrasonic cleaner. Factory carbs and jets. Air/fuel mixture screws set at 2.5. Bike starts great and idles nicely at 1500 rpm.

The GS has a really sluggish start all the way up to 4500 rpm, above that it runs flawlessly. Downshifts correctly but from 3000 rpm to idle is really slow, even while sitting in neutral.

Any ideas on the cause? Vacuum? Diaphragm slide? Pilot jets?

4500 sluggish - may be float is high ... the soppy wet low power problems are due to it being overcooked.
Lean will misfire, hover and run hot, but make good power.

Thanks Buddha, I will have to pull the carbs and check the float heights.

Now for some eye candy.

Float heights are right at factory specs if not a touch below. I also adjusted the idle to 1200 rpm. Still having the same issues, sluggish start up to 4500rpm and idle hovering around 3000 and slowly dropping to 1200. I noticed the idle hover only happens when I exceed speeds of 55 mph and slow to a stop.  Any other troubleshooting suggestions would be much appreciated! Thank you
