That is a European Wasp. ... the ones that get into fizzy drink cans and get partly swallowed and sting in the mouth/neck!

... lucky she didn't zap you in the leg/crotch!... or it woulda been very painful!...

Lots more people have allergic reaction to these beasties than bees!
