What I'd do is bring a new battery and hook it up, then try to start it. If it starts, I'd hand the seller the cash just then.

he said it "runs" when i asked him if i could bring a battery to fire it up, he said. Ohh it doesn't turn on...but the bike turns over...

I had to tell him that means it doesn't RUN! So i'm going to look at it and low ball the F*** out of him since he's not very bright to begin with.

If nothing else a good source bike for parts!   ... if everything went to crap you could still probably make your money back iridium a little more by selling all the bits. ... over time!
