Pressure release/safety valve?

Negative to both of those. Good guesses, though. 

Poppet valve.  Pneumatic.  Like for a paintball gun?  Mounts in a tube, screw sets it in place.

Or possibly a pressure regulator.

Nope, not a valve or any sort of pneumatic (or hydraulic) anything.

@Hupjai: That's just lint from the environment, this particular earplug has never been used. The silicone material just grabs everything. 

Is there a bearing in it?

There's not a bearing IN it, per se...
